My 1991 2 stoke 25hp envinrude wen running is not expelling any water from the exhaust?

I had 1 that ran hot and wouldn't spit out water it was the thermostat but U have to remove the head The bolts were frozen so I took a chance and heated the thermostat housing with a propane torch and the thermostat opened and flowed water worked fine after that.Not to hot to burn the gasket. I will get thumbs down for this answer.But 30 Minutes or 4+ hours and bolts breaking and a $25.00 Gasket.This is only if the water is coming out the exhaust and not out the top holes.
