Have old computer with Windows 98 and would like to clean off all unnecessary software so he can use for games

I've already used the add/remove programs, degragged the drive and it is still super slow. Any software out there that's freeware that may help clean more unwanted stuff? I know the add/remove really doesn't remove them as if you reformat the hard drive the programs will return. I mean I want to clear everything!
