Can I improve my mind's eye?

I am really bad at drawing. I figure that it is because i cannot seem to imagine what I want to draw in my head before I do it. I feel like I have pretty good spacial imagery on the other hand: when reading something, I know where things are located (and I remember things like that), but I cannot seem to get clear images in my head. How can I get better at looking through my Mind's eye?
